In part 2 while the diplomats wra...。1949年6月23日，雁北地委报请省委批准向刚解放不久的右玉派来了第一任县委书记。右玉县位于晋西北边陲，地处毛乌素沙漠的风口地带，是一片风沙成患、山川贫瘠的不毛之地，人民的生活极端困苦。1949年10月23日，中华人民共和国成立23天后，第一任县委书记就在右玉的风神台主持召开了全县干部群众大会，在这次大会上他发出了“植树造林，治理风沙”的号召。这位刚刚从战场上走来的县委书记在风沙漫卷的风神台上铿锵有力地说道：右玉要想富，就得风沙住，要想风沙住，就得多栽树。这是右玉这块贫瘠的土地上第一次发出植树造林的号令，而这一声号令一经发出，就一直伴随着共和国的脚步响彻了68个年头。。
