在二十世纪袭击地球的大灾害“落星雨”之下，世界多数的都市遭到毁灭。但从陨石中发现的未知元素——万应素，让人类的科学技术加速发展，终于诞生出被称作“星脉世代”的、拥有特异之力的新人类。故事发生在世界最大的综合战斗娱乐项目“星武祭”的舞台，由六所学院包围、通称为六芒星的水上学园都市“六花”。转学到星导馆学园高等部的特待生·天雾绫斗，为了实现自己的愿望，而发誓在这个都市中战斗。。Charlie goes to the movie and falls in love with a girl on the screen. He goes to Keystone Studios to find her. He disrupts the shooting of a film, and a fire breaks out. Charlie is blamed, gets squirted with a firehose, and is shoved by the female star.。
